Taxi prices in Indianapolis go up. Prices are still more expensive than around Portland, Kaysville, or Bend, but not astronomically so. You can use UberX, for example, in the heart of the downtown a mile up the freeway from the hotel where I stayed. Rates are set very low, the rate range is actually relatively low, and rates on the relatively newer UberX platform are reasonable. You get the nice look and space for 2 people. Indianapolis' transportation economy has been thriving for more than a century, but there is an opportunity to make transportation in the city even better. Someone has to do something sooner or later.
