I'm not sure what is causing the fare increase in Newcastle, but perhaps the fact that trolley buses are often run with less fuel is the reason. If I recall correctly there is no such thing as a diesel. They are either-or transport and it's understandable that there is a lack of funds. It's also worth noting that local authority durations of the city's ongoing transport crisis make it difficult for vehicle based revenue to be raised. Newcastle fares are the highest in the country, significantly higher than the price of an average London or New York.
