Uber rates in Richmond — a former drug capital — have fallen more than 60 percent over the past two years. Less than a year ago, there was a time when UberX charged riders $2.35 per mile. Now, that $1.65 charge per mile has been frozen. The new per-mile charge reflects an old reality for Uber that drivers need to keep pace with riders' route options. If you are a taxi passenger in Richmond, it is now even cheaper to pay with a credit card. In most cases, customers will pay 50 cents per mile (including the tip) to pay with credit card. The city is implementing an incentive program for credit card users to reduce the amount of fares they have to pay. By paying less, customers can use their credit cards and use the credit, which will be credited to their account.

Uber rates in Richmond should be lower than the municipal average, district and statewide. So many are parking at downtown stations that there are fewer stations for transfer between and across routes, or between and across state highways. The wait times for buses and trolleys are unusually long. Riders who plan to work late into the evening have to transfer to the four-week-old NORCAT service that handles most of the evening rush. Uber rates in Richmond are as much as five times what they are in Los Angeles. While the Times reports that you can still easily achieve a free Uber ride in those cities — you just need a $1.90 gas payment — those discounts aren't for everyone.

Taxi prices in Richmond are usually cheaper than metro areas nationwide, but much of that can be explained by demand in a local culture based on taxi companies. A resident can travel to the city from almost anywhere else in the city, and often gets very good rates. A recent report by the Finance Ministry indicated that the average commuting cost of an urban commuter is about $1,050 per month. It's no wonder Richmond has the lowest commuting cost in the province. The problem, especially at ride-sharing services like Uber, is that they can't attract and retain drivers. Most tech-savvy taxi drivers simply find other work that requires less driving experience.
