Uber rates in St. Augustine or Jacksonville have been uniformly awful for much of the year. What's causing this pattern? For one, St. Augustine has been better known for outdoor attractions than it has been for its economic development. And investors are skeptical about St. Augustine's ability to grow and innovate, especially if a tax cut proposed by state lawmakers fails. That leaves travelers in the palm of a state's hand.

Uber is not one of those vehicles, and the company argues that charging passengers more than the average of $1.75 an hour violates Florida law. Taxi prices in St. Augustine have increased by 300 percent in the last 30 years, the same period of growth during which a significant share of local property taxes, typically 17 percent, has been increased by transportation costs.
