Drivers aren't informed about the changes they are doing to their vehicle. They aren't given any options other than to find a lower cost market. They are also not told of the new rules they may face if they find an off-road commercial vehicle. If a driver spots the vehicle on a way to drop off a customer and tries to escape it, the vehicle is driven away.
